Three arrested in Internet Crimes Against Children initiative

WAUSAU — The Marathon County Sheriff’s Office, Wausau Police Department, Everest Metro Police Department, and Spencer Police Department organized a local task force team to conduct an Internet Crimes Against Children (ICAC) operation called KG-4 Initiative. This operation was conducted on Dec. 9 out of the High Tech Crimes Unit located at the Marathon County Sheriff’s Office.
Lynn Davison, a 23-year-old Marshfield man, and Bradley A. Lecher, a 32-year-old Wausau man, were arrested for use of a computer to facilitate a sex crime, and Alan P. Lebensorger, a 39-year-old Stevens Point man, was arrested for use of a computer to facilitate a sex crime and child enticement.
Their charges have been referred to the Marathon County District Attorney’s Office. Davison and Lecher had their initial court appearances on Dec. 12 at 2 p.m. Lebensorger appeared on Dec. 19 at 2 p.m.
Lebensorger’s arrest occurred a week later than Davison’s and Lecher’s. His continuous and aggressive chat content prompted investigators to pursue targeting him. During his arrest, his identity was verified, and he was also found to be a registered sex offender from the state of Illinois.
All three arranged to meet a 15-year-old for sex acts.
The ICAC program and its operations were developed in response to the increasing number of children and teenagers using the internet, the proliferation of child pornography, and heightened online activity by predators seeking unsupervised contact with potential underage victims. This operation was a proactive online investigation relating to the exploitation of children through the use of online personal advertisements, specifically targeting online predators who solicit children for the purpose of engaging in sexual conduct.
The agencies involved conducted a one-day undercover operation to identify and arrest persons who exploit children using the internet.
