Spencer to allow golf carts on village streets

SPENCER — During the Aug. 14 meeting of the Spencer village board, village trustees approved an ordinance to allow golf carts on Spencer streets.
The action came on the heels of an ordinance created to allow the use of ATVs and utility terrain vehicles within the village.
Golf cart owners will be required to fill out a registration form and pay a $25 fee to the village in order to operate the carts on streets within the municipality. Golf carts will also need to undergo an inspection upon registration and then annually to keep permits active.
Spencer Police Chief Shawn Bauer said that the inspection will occur at the owner’s home or at the Spencer Police Department and will verify that the cart is equipped with a rear-view mirror, one headlight, two taillights, two red reflectors in the rear, two yellow reflectors in the front, a slow moving vehicle sign attached to the rear of the cart, properly operating brakes, standard safety features provided by the manufacturer, and that the cart has not been modified to exceed the speed limit of 20 mph.
The action to approve the ordinance passed in a 5-0 vote with Trustees Bill Hoes and Harry Toufar absent.
